Is their a way to have certain unit be para-dropped on a map on world-builder?

Yeah, it's possible, it was made in VGenerals Mission 3 of China (Hackers paradorp and B Lotus) Sorry I cannot recall what you need to do.

Spawn a reinforcement team made of the desired units and let it arrive on the map by transport C-130.

What do I do wrong when the vehicles are dropped without parachutes?
Or don't all planes support vehicle-para-drop?

Don't know to both. I tried vehicle para drop with a team made of 1 Humvee and 1 Crusader and it seems to work.
