I take no credit for what I am about to show you, though I compiled and optimized the graphical settings, the rest is not at all done by me and yeah that's about all
But either way, with this it all looks pretty damn nice for GTA: Vice City. So allow me to show you this great game with some amazing new graphics including new lighting and a nice Audi that is totally not mine.
If you've played Vice City on the PC you'll understand how big of an enhancement has been made (including new ambient lighting and specular lighting, among other touchups like the motion blur (which was ain GTAIII)
Also this is using the Liberty City mod for Vice City, so that explains the map and costume.

Somehow the lighting and ambient now reminds me of the Lighting of GTA San Andreas. Still, that looks awesome.

Seperate mods. A compilation, like I said.
The taxi is seperate.
The 350Z is seperate.
The Audi is seperate.
So no, no real cars by default.
The taxi replaces the taxi
The Audi replaces the Kuruma which replaces the admiral
The 350Z replaces la manana. (which is of course given a handling boost, because the manana is suckish)
