HC is done differently in RA3 to TW.

In TW, a separate texture is used, in RA3 it's the blue layer of the spec map.

You could solve this by simply copying the TW shader to RA3.

The shader needs to go into;
RA3 MOD SDK\Mods\<your mod>\Shaders
and;
RA3 MOD SDK\builtmods\mods\<your mod>\shaders

by "encompass the entire body", do you mean the entire thing is housecolors, and "over-rides" the diffuse texture?
