I can't use the pixelate/other certain tools in PH. Maybe it has something to do with the mode button?

It can depend. If you are trying to filter a non-rasterised text you won't be able to. Quite often you need to look at the layer. Is it locked? Is it considered a BG? Double click the layer you want to filter and see if it changes then. If not then post back.
