Depends. It may be classified as a commercial vehicle but it still must be registered as one. As in, it has to be registered under a company of business name to qualify as a commercial vehicle. If you registered it under your own name then it would still be classed as a personal vehicle. Or rather, a commercial vehicle for personal use.
Only exceptions are vehicles that require higher licenses. That might be exempt from the above ruling.
