They are specialised. They are forum moderators. They have no access priviledges beyond what a regular blue member sees and they are there to assist the Admins in the moderation function, providing timezone cover and leaving the admins free(ish) to do other admin stuff. Although, I will agree that the moderation role in and of itself is almost redundant these days as there is little to no moderating to do anymore. Whether there is a need for 5 or 50 staff is pretty much irrelevant for this topic anyway.
