We all know that Vista is for a big part rubbish, and slows down your PC. Also, it isnt compatible with many drivers. How about this:
Type: Generals power
General: Internet General
Area: 1st rank big, 2nd large, 3rd huge.
Effect: Freezes units in the middle for 10/20/40 seconds and slows down all other units in the area for 15/30/60 seconds.

Actually, I have a more plausible idea : make Black Lotus' ability display small windows vista logos over disabled vehicles instead of the binary numbers 
Internet general needs some l33t units!
