How about something that breaks the rules? So if you say no chuck norris, this super unit can bring in chuck norris (for 15 seconds until someone on fallout notices it has been changed by a hacker). And can hack buildings so this smilie appears on every screen in the building, disabling it.

I wanted something that messes with the SAGE but this ain't what I wanted.
