Indeed, 'they' have known this for quite some time... It's not like someone has just reached into a box to get a fresh address and realised there aren't any left.
Indeed, you might want to read up on IPv6, there are quite a few more addresses than IPv4...

The interesting thing about IPv6 is that it guarantees virtually every human being an IP address. It can become a human right akin to life and freedom
