Lets say we have no nukes or anything and two major powers fighting constantly, will there be any shortage of explosives for warplane bombs at all?

You can make explosives out of household items. Even fertiliser additive, which is made on a multi-million-ton-per-year-scale, is so explosive there's a wikipedia page dedicated just to factories that make it that blew up.

If you don't care EXACTLY what explosives you use, there's plenty to go around, yes.
