The guy who mentioned this ^^ is right...But even if you will increase the level of normal maps, you will only make your model less smoother in general and again you wont see the details. I believe that you cant do otherwise. All these small details on the tanks wont be seen into the game. Except if you will zoom your camera to the maximum...
It is not a FPS game to see all the details. You will play with a camera 50 meters above the units...
But it is good you have made all these details. We show professional...

My models i showed to you, had also details even if i know that these wont be seen...

It isn't possible to add both normal&bump maps, but may use embossed (in Photoshop) details like an easy graphical imitation of bump. But I can't see any sense in this.

How i did that?
Simple...
First open the material editor. Then choose the tab near the bump option...
After that, a tablet appears. Search for normal Bump...and click on it.
Once you do this, a new menu appears in the map editor.
in the red circle you place your normal maps.
in the blue you can place your bump maps
in the green circles it is the values were you can change how strong your effect will be...(usually make the bump lower than the normal map)
Now what this has to do with tanks you wonder...
Simple...
