was the harpy a Orca style VTOL

Or a traditional helicopter

it got a tail rotor and a rotor in the cinematics
got it doesent seem to have a rotor on the ingame vxl
but there,s no sign off any engine pods either

is this an oversight?

It's a helicopter. Look at the cutscenes, specially the one where the mammoth MK2 gets destroyed. There you can clearly see a rotor.

I remember someone saying that the harpy was supposed to have a rotor but it was cut from the ingame graphics due to engine limitations (which was ironically prooven to be a mistake when modders implemented fully functional helicopters).
