If you really want to be "accurate" about it in terms of role play, I'd assume anyone with the rank of General can use them. All the people with the current ranks are what they are. Meaning some members here are going a bit excessive with their power for their ranks =P
(All in exception of Rayburn, not sure why he's not wearing the ECA General bar though )

Besides, the ranks are there for one reason. Promote the mod, get the public a bit immersed, and the higher the rank, the close the mod will be released (General being the last one to be publicly shown). The last rank of General named something different and is not the ones we use.
