MSPaint wont be able to do anything with GIF's, IIRC it will just display the first frame.
(Assuming your wanting to edit the animation of a GIF.)

This, you can find by just searching .gif animator into google...
used in conjunction with the print screen button and ms paint, it's a useful program. you can also use GIMP with the gif animation plugin...
