The right hand is supposed to carry a heavy assault weapon of some sort, like an assault cannon.

His armor is a steel plate with a softer iron backing, and has a sort of NBC capability and enough oxygen to last him about 20 minutes. The oxygen is pumped to him via a miniature steam turbine, and the steam turbine also powers his gatling gun, although the gatling gun can be detached from the boiler and be fired via a clockwork mechanism.
