Well, yes and no. Their superweapon is the Vacuum Bomb, which is actually a giant conventional thermobaric weapon, one which spreads clouds of oxidised fuel over an area and then ignites it - like a fuel-air bomb but doesn't actually need air to mix with, just to transmit the blast wave, which in the largest cases matches that of a nuclear weapon. The 'vacuum' part comes from the fact that after the intital blast all the air in the target zone has all been used by the initial explosion, resulting in the surrounding air rushing into to fill the vacuum created, and effectively doubling the pressure wave. If you've ever watched pictures of nuclear weapon tests, that's why trees and other objects sway forward and then back again.
Anyway, since the Vacuum Bomb is conventional, technically no, though the blast looks completely identical to a nuke save for the fact that everything's pulled into the heart of the blast before being scattered all over the place at the end (as you would have seen at the end of the trailer). However, previous previews have revealed that Kirov Airships in the campaign carry 'fifty-megaton bombs' - definitely nuclear, as the largest conventional bomb (also belonging to Russia - you've probably heard of the 'Father Of All Bombs', if not, I suggest you google it) reaches only roughly a 10-kiloton yield, probably less. 50 megaton was size of the largest nuke ever detonated, Tsar Bomba (literally 'King Bomb'), and the blast wave from that travelled around the Earth seven times before dissipating.
So... As far as anyone outside EA knows, the Soviets will not have nukes as standard weaponry or even superweapons, but they could pop up in the campaign.

Sadly not I'm afraid. All factions get two superweapons; for the Allies, it's the Chronosphere and Particle Cannon, for the Empire of the Rising Sun it's the *As yet unrevealed* and the *As yet unrevealed* - and for the Soviets it's the Iron Curtain and... the Vacuum Bomb. At least it looks pretty much the same.

I would say that is the first "bad" decision made by EA... but hell. what are mods for?

we still dont have confirmation, if is true the soviets doesnt have the nuke as SW then yes is a bad move and we should pry for RA3 to be modeable(should be unless they are getting more and more retarded every day)
but if is as Azzkikr said there is still hope, and with the lack of building a SW in the video i think is very probable
because "general powers" were confirmed for RA3 right? i think i have read something about it

At the moment, it's the closest thing to a super weapon we've seen - as poor as it might look - so we can assume it also IS one until further information are revealed.

yep you are most correct than i was, watched the video again, he build a building from the defense option, and the ability to launch the Vaccun Bomb appears, looks like it is a SW
