In Gerwalk mode, under the feet contain the stabilizers used in Gerwalk flight. However, footage from Valkyries using Gerwalk can be seen in Macross Zero and Macross Frontier. In both cases the pilots were not fully familiar with the controls. This is rarely seen because Battloid (mech) mode is far more suited for this task (from agility to role bonuses). The legs can also be used to land the aircraft vertically.
Though I have read an interview stating that the RA3 developers said they were fellow Macross fans, the Tengu doesn't have much sense other than being a homage. Though the legs are ok since they are used in the same ways described as the previous paragraph the arms don't have much use or any reason to be there.
Edit: Forgot to add that the legs also contains countermeasures as seen in Macross Zero.
