Maybe I'll give it to the Boss General, but make it require a Particle Cannon, Nuclear Missile, or SCUD Storm to be built.
Also, with some combat bike logic, it could be made able to switch modules, so you can choose different weapons systems to better suit the current needs. How about an inferno AA/AG missile turret?
Just some ideas I thought I'd throw out there.

2. It is an epic unit, hence build limit. It existed before you thought about it.
3. Insane price makes for an unplayable unit. Crazy mod is not some noob mod that adds tons of useless units.
