Actually no I there's a bug that allows you to put them in the water, try using the Flea Jump on the Bridge and they'll get stuck underneath.

Maybe Tesla Troopers are classified as vehicles but are trained from Barracks, so they can be lifted into outer atmosphere?

the way i see it is they have a giant metal suit on, so yeah classed as tanks.

Happens on this mission map very often. Once I had a Shogun Robotics and a Naginata Robotics.

Nope.
EDIT: Shrink a MCV and unpack and then sell it and you'll get a tiny engineer. ( He wont go back to his full size howver) pretty funny bug.

My poor Final Squadron plane here was so scared he flew into a building, kept reversing and moving straight. Blasting the building down with 9 Shoguns didn't help.
