Same goes for any horror game really, while it might start scary eventually you either get over it or realize the best way to kill everything really easily...

its harder to get scared in a game when your an assault rifle toting, badass, highly trained space marine surrounded by more assault rifle toting, badass, highly trained space marines

bio shock wasn't scary o.O also I had plenty of fear in dead space which was in fact a good game so

As Yahtzee put in another review, FEAR's horror and action elements were so far apart there was a definite 'clunk' between the two. That game stopped being scary once I realized that nothing in the horror sequences could kill you...

And as Yahtzee said, FEAR's expansion packs were little more than half the levels of the original, played in a different order, with reskinned enemies.
FEAR 2 could be good, but they've made it autoheal so I'm really not seeing how that'll make it scary in the slightest.
