If what I'm reading is true, then the Iraq war is indeed finally winding down, people are finally seeing sense that starting a civil war trying to shoot each other and make life miserable is a bad thing. Work is getting done, infrastructure is being built, police/army trained, government working and guns are generally being put down.
If Iraq was a "Bush" war, then Afghanistan will be Obama's war as the number of troops going to Afghanistan goes up, US Generals are asking NATO to uphold their part of the commitments as Al Qaeda, after we've let them lick their wounds, regroup and establish themselves into the Afghan/Pakistan border.
Focus is now going to be turning to Afghanistan. From a strictly militaristic point of view, how does one pacify that country without turning it into the Afghan Sea with nuclear missiles?

Also where did you read that Iraq is in a civil war?
