J-11B is a heavily 'indigensied' version of the Su-27SKM airframe. Basically it has Chinese avionics, electronics and IIRC engines (though I think they have yet to get a good set going), but the plane remains much the same. Not sure about the radar though. Regardless there's been a growing spat developing between Russia and China because Russia allowed them to license-build the Su-27SK/Su-30MKK designs under the condition they'd never be exported, but a lot of people are beginning to suspect that Shenyang is just going to build a Russian plane, stock it with Chinese software and electronics, and undercut Sukhoi's prices on the international market. TBH J-10 is about the only thing the Chinese aircraft industry can actually point to with much pride, but even that was based off F-16s and developed with a lot of help from both Israel and Russia.
