For some unknown reason, they are popular in France, where they love to charge you for all kinds of stuff including public restrooms in train stations. In my case, when a French chain of supermarkets (Geant Casino) opened up, they brought said shopping carts with them.

You put 1€ in that cart, you use it, then you put it back at it's place when you've finished to get you money back (by putting the chain of the next cart in it)

That system has been adopted due to all the customers leaving their carts in the middle of the parking after shopping ;)

Lebanese people are cheap. The ABC mall opened at first with paid parking but got little traffic. Two weeks later they made parking free, and you could no longer set foot in there ;)
