This would be a new kind of energy resource. It is very cheap and can be build very fast. You can use it when you're energy is on low (red) and need some very fast. When it has been build the dam will break a little and the water will flood out. This give's you some extra energy. Also the building is getting damaged while creating energy.
I hope this is clear enough.

I don't think this is codeable, or is even feasible =/

I'll leave it to the experts, then.

Totally not doable if you are talking about doing it to a prexisting part of the terrain.

You could have a miniature Dam in a raised pond for a power supply. Would look kinda silly.

I'm not really sure about this idea, since making a dam just to blow it up doesn't make much sense, even for a crazy mod.

However, a type of waterwheel generator might be an interesting new kind of power supply, but that would be for a power plant replacement, rather than an a backup self-destructing power generator, but since it doesn't really change any of the functions, it won't be too high on the to-do list, as I'm focusing more on finishing a couple more units for the next release. You can wage war with tanks, but not with power plants.

A waterwheel generator is even better.
Good luck anyway with the overall progress!
