If you read properly you know it's a one-time use thing that improves his survivability.

is still a specific counter against spys, and only if they backstab the sniper

Yeah I guess its quite limited in its purpose.

Though there's nothing to say it won't stop a single shot of something else.

If it effects anything else, it'll only be melee weapons since that wouldn't stop a single bullet and the battery could effect other melee weapons.

The obvious question is "What's the downside of these?"

Also, beard camera.

the downside of the old looking clock is the fact you left a dead spy corpse and are limited with the cloak

the other? is suppose to be the downside of not be able to recharge the cloak meter with ammo, i fond it a lot better than the standar, of course we actually dont know how many is cloak duration is during movement or how long the reload time is

Those spy things sound very unbalanced. Unless they intend to give other classes major improvements with similar items.

I wouldn't really worry about balancing as TF2 is on of the most balanced game ever. Look at previous updates, they are all excel in one side, but will lack some function over the original set. (e.g. Flare gun, really useful weapon but a Pyro without a shotgun isn't the best against other Pyros and Scout at distance.)

Yes but these new spy items have no downsides. They are a flat out improvement.

no... the old style watch doesnt activate till you almost get killed, and the other only recharges if you stand still

so if you want to have one that you are confident you can turn on any time, take the original
