This could be either a defence unit or a moving unit. In the last case it would be a slow moving unit like a Battering Ram.
The idea is very simple: model a object you like to refer to a Sound Blaster. For example a PCI Sound card or maybe a huge (rotating?) speaker. When a enemy comes into the range of this unit it will produce sound waves which will cause a small 'earthquake', doing enough damage to stop a technical.
The sound produced by this speaker can be anything; a irritating song, a sound which is too high for humans to hear, a voice that shouts "BOO!", etc.
