Where can I find a DDS editor?

Or a plugin for GIMP or something?

well dxtbmp (google it) can convert images from MP into DDS, TGA, etc etc.

I want something that can change a dds to tga vise versa.

I tryed NVidia's tools but they are too complicated, this is much, much simpler
