Heres what I have so far no cheats and not much custom content (You can see the roundabouts). If this thread is getting alot of views i'll use links instead, but until then, heres a big image.

The water wasn't a problem, it was just that I needed to build a new pump
I have an extensive bus system, although some areas are getting a bit jammed up. Particularily my inner ring road around my main office district.

Bear in mind though, this heavily utilises the region system, which makes the game a fair bit easier, producing a self contained city is the hard part. However I will run out of room soon so will start expanding regionally.
The tutorial covers pretty much everything though, but if you have other questions I can probably answer them.

Region population was over 1 million before I got rid of all the slums and replaced them with offices.

Hmm, not sure why that would be, have you tried reinstalling or running directly from the exe file?
Just as an addition, I have it running on Vista fine.

Industry Quadrupler is also good if your running out of space. It increases the jobs of all industrial buildings by 4x, and changes the water / power / tax income accordingly so that it doesn't affect gameplay that much.

Well if you own the game theres nothing to stop you torrenting it legally, your allowed to download things you already own IIRC. It could also be a duff CD, try a NOCD crack.

It was just a suggestion, if the disk is untouched I have no idea, maybe try running it in different compatability modes?
