After installing a mod for hl2 ( I have portal so i expected this to work just fine)
I restarted steam and now it is not detecting the game at all.
I've deleted the mod reinstalled it and i reassured its in the same directory

that is the mod i tryed to download

C:\Program Files\Steam\steamapps\sourcemods\Empires

The directory is in the right spot to.
And the "Gameinfo.txt" File is included but still no luck.

Anything you guys can do :(?

Maybe it uses HL2 textures/content and won't play without HL2?

Apart from that, i haven't got a clue. Your best bet is to go to the mod's or steam's forum

AFAIK Portal itself doesnt warrant HL2 & other Source mods. At least not the one the gave away for free

if installing HL2 doesn't work, try to install your mod to: Program Files\Steam\steamapps\yoursteamname cos my mod's; dystopia, pirate's viking's and Knight's are installed there, so that maybe be your problem too.
and they work fine for me.
if you don't know what i tried to say to you, (i'm not sure myself either ) install your mod where your Portal and/or HL2 is.
