I think he is comparing it to the BF2 System, which only lets you spawn off the squad commander.
Tbh the BC2 system has it's pros and cons. It makes Medics a lot less useful as instead of "I need reviving!", it's "I will just respawn in a few seconds". It also means you are more likely to be fighting someone and to have another guy pop in front of him killing you. The advantages are that it keeps the pace of the game up and stops really bad squad leaders from ruining that whole squad.
It's hard to say which system is better, personal preference i guess.

What's so complex about the commander system?
You follow orders, you get more points, you win.
If the commander sucks, vote for a new one.
If you don't wan't to be commander, you don't have to.
If you don't wan't to follow orders, you don't have to.
That's the simplest and most effective way to enforce team-play and tactics. And one of the main reasons to play Battlefield instead of CoD.
