Also, it's just a cfg, you could easily back-up the current one and replace it with that one.

As far as I know, it's possible to use the server.cfg to override the current CFG in use and execute the etf2l.cfg file. Correct me if I'm wrong though. (Oh, we also need to change the arena cfg file, since it goes back to the default "Team Fortress 2 Arena Server" title).
The source TV address is the server IP with, instead of server port 2015, server port 2020.

Such as? You know I am no expert on the server and I am unfamiliar with the current setup as well, but in the absence of Hobbesy I will take a look at what I can do.
