Is it possible to change how the game is reading files ?
I mean the game's core.
For exemple change the background of the maps (replace by a landscape) or adding the video a the place of the unit's portrait ?
(it was in the original Westwood's C&C3 Tiberian Incursion project).
If it is possible to edit those files, what programs do I need to edit them ? At least, If you don't know, where can I get the answer ?

That was a no.
It's hardcoded, you can't change it unless you use certain techniques that are considered illegal...
