Transparent Water/Black Water Appearance Problem

So there seems to be a problem in both of my Generals and Zero Hour games, which apparently shows the water being transparent or appears to be completely black. But there are other kinds of water textures that appears okay, like the icy waters texture. Also on a side note, this problem only appears in the laptop, but everything is fine when it goes to the PC. So what are your suggestions to fix this kind of problem?
