I'm using Chrome, I'm not getting it either.

If you want the technical reason it has dots... The date is using an abbr tag, which as the name suggestions, is used to denote abbreviations. Some browsers (FireFox), by default will style these tags with a dotted line, indicating to the user that they can hover over the element. In this case, if you hover over the date, you will see full date/time stamp.
