They could very well use good vaccines on their own members (all registered and known by their id anyways) and use risky ones on the others, hell, even sabotage the fucking vaccines to cause serious illness or death then blame a muated version killing more people a few months later.

It is not really a secret that they are working towards turning Turkey into Islamic Republic like Iran, such a thing would be a golden opportunity, since secular portion of the country will never accept sharia, and it is impossible to do that without a huge civil war.
