I think after spending countless hours on that picture, they have decided adding border would make sure those images are not part of the background image. Viewers might not tell apart those passports and walking people from the background.

Exactly! You can see they are putting some form of effort in.

It like this one too, where someone has at least gone to the effort of finding a transparent PNG of a runway, if not cut it out themselves, but it's got jagged edges, and the sides are cut off at the bottom.
