It's just a coat of paint over win 10, really. Some parts are annoying like the taskbar right click, some parts are great like the settings aps being gone and replaced by a new control panel that does have all the options.

Performance wise it's better than win 10 by quite a bit on more than a few games. Espeically on systems with less RAM.
