Steam should have a rule, early access games should only be released 1-2 year max prior to full release.

Wouldn't be surprised if that's already a rule but who can tell how much time a game needs to develop?

Btw I'm not saying it's not the customers' fault for getting a game "early" but I mean a game that's that long in development openly will start to lose its shine over time if it's not updated measurably, and that's not good for your sales or reputation as a company.
