We'll see. I have a strong feeling that it's more about political positioning than actual warfare nowadays. At the very least it's preventing or lessening a war that would otherwise have been here by now.

Economic failings (which lead to ignorant and short-sighted political voting intentions) will lead to angry people. Angry people raise tension and lead to political instability. Political instability leads to more people destitute and willing to fight because they have nothing to live for.
