Yes, it definitely has a cohesive look that isn't just 'were off-brand making nod/gdi again'. Perhaps the brown map isn't the ONLY kind of map. I'd love some ruined cities in shining but shattered glass.
In my mind RA1 only had one type of map, city streets in the middle and roads seemingly going to now where. I tried to look up evidence and obviosuly had made the entire idea up.

It looks really cool. And with a little few tweaks and a less realistic and unit colour coded artstlyle, it could easily be what Generals 2 might have looked like.
