I think your CPU could do with an upgrade. A quick Google suggests it's not great for open world games because it's fairly slow. That could be your problem.

The cpu on that is not great. I feel lik you got bamboozled like I did in 2011 by listening to people who said you don't need the extra cores of an i7. Had I not listened to them I could have been running an i7 3770k for 5 years more than the i5 3570k.
Plus you can't even overclock yours to catch up. A non K i5 intel cpu usually only stays relevant 3 generations at the utmost max.
The GPU should be fine for any recent game on 1080p medium/high, assuming it is the 6GB version of the card.

Game is not really poorly optimised, the problem is, the game is MASSIVE. A scale which no other game has with this much detail. No need to mention you can edit everything, including shaping the landscape.
One day, this game will be the most played game ever, when the PCs get even more powerful.

To be honest, atm it's the only game I can think of which I can't play on my PC. That's not really worth upgrading for yet, I think.
