7.) Ban polluting industries, and design low/no-impact cars.
8.) Find Atlantis.
9.) Make contact with at least one alien civilisation.
10.) Two words: Clinical Immortality.

I would do teh following:

Build a 1,000,000,000x1,000,000,000 pixel monitor to display my face in LCD goodness, and when I was giving a speech, it would display in full motion the movement of my face, as in goigng from a solid face to a fully animated actual real-time rendering of it. Like super-uber high quality real-time film...., it would rest as a monument in the capital city of Chicago.
that's probably the only insane dictator thing I'd do. Now on to the rest.
1) Begin to deconstruct certain social programs like welfare for illegals... grr.
2) Unite the world in to 7 states. North America, South America, Europe, Asia, Africa, Australia, and Antarctica. These 7 democratic zones would each elect a leader who would report only to me and I would act as commander. If a leader did poorly, he would be assassinated and a new one elected.
3) All who refuse to conform would be neutralized.
4) I would command a global research project to discover alien life.
5) I would go to war with said alien life using technology developed amongst a peaceful Earth.
6) I would defeat said alien life and imply my rules on them and we would unite their planet into another continental system.
7) I would then fake my own death to make sure my system wouldn't fall when I did.
8) I would instate the next leader and live a normal life under my own laws.
