It's fun, playing around with the chunks of new units and effects, not that it's balanced in any measure, but a nice way to while away some time.

Also the reason why the AI doesn't use the new units is because Reborn has no new AI, it uses the normal AI IIRC

I`m not a big fan of Reborn and never will be, But that`s just me.
Another mod i would say is the best is the New Tech Mod R3, Most people will not agree with me but this is the first ever mod i played and i fell in love with it, It`s just really fun to play with.
