Infact, you get to choose your Pokemon. On further reflection, you should call your Bulbasaur Palmface instead of Facepalm for extra randomness...

Spam Tackle, it's the only one that causes damage, the other one will decrease the enemy's attacking power which is a waste of time at this early stage. Just pummel him to shit and use the Potion if things get messy.

Okay, after the fight, leave the town in the northern direction towards the next city. Fight atleast one wild Pokemon in each strip of grass to gather XP along the way. Also, you can get another Potion from the bloke in the middle of the road.

When you reach the city, heal Facepalm and head to the store. The shop clerk will give you a package, probably containing cocaine, which you return to the professor.

Try to catch a Pidgey and the rat thing.
