Multiple people I know did plan to hack ES, a DDoS was even involved in the plan. It might happen still, but I don't know, I lost/deleted contacts for a reason.

But believe me, you would be awestruck at some of the people involved.

Would it not be better to build a better relationship with a staff, saving having to think of ideal candidates for this community leader?
I know things have been on edge recently with the staff, but building friendships up with the moderating team may help to resolve this. As stated before, contact through IM, PM and E-mail may help. However, perhaps a more layed back policy for the staff members could also help. For instance; if a staff member locks something that didn't particularly need to be locked, perhaps a lock removal could be brought into force if the member provides a reason with good intent for the thread to be unlocked. I think we have an ideal team at the moment, but I do think that some things about the team's behaviour can be changed. A little effort and co-operation on both the moderating team's behalf, and the members' behalf can go a long way, as prooved so far in this thread.

Actually, i saw 4 members banned. Not gonna point out names though.
But anyway, if the community leader is pretty much the "peace-maker" but don't have control really over much of the forums, then Niddy is correct. Why not just get a responsible authority or a trusted member to do that job then?

Some Members maybe don't wan't everyone to know that they received a Warning or got temporarily banned, while other's seem to immaturely even " brag " about it.

Anyway, the community leader sounds like a hard job, maybe instead of just one community leader, he/she can have sub-leaders, to look and monitor the forums, and then report it back to the actual leader.
