Yes
How long should a modeller be given (weeks)

Should we have a skinning competition?
Yes
Should we use the winning model?
Yes
Who should uv-wrap the model
The skinner. Making the texture is only half of skinning, UV unwrapping makes up the other half.

I agree with the above post alto I would say that the UV mapping is only about 10% of making the texture.

While I agree that it takes more than just making the skin to properly skin a model, we have several skinners who are very good, yet cannot unwrap, and hence it would disadvantage many good skinnner immediately.

The UV-wrapping is more contentious, if a volunteer UV-wrapper can be found then I suggest they provide a unwrapped version for those who cannot unwrap and if a member who can unwrap wants to do it themselves (so they can do the skin their way). For any more progress in this manner you need 2 things.
Someone willing to run the competitions (I will not be running them) and a volunteer uv wrapper.
Oh and thanks to the two pillocks who voted no to having a skinning competition and then proceeded to have an opinion, you really are worthwhile members and valued by the community.

Could you please just STFU about skins.
If this is a public model bank then people might not want to use the skins provided so they would use a different scheme which fits their mod.
I voted yes to the skinning competition but i don't see why they are so utterly important.
I'm getting a little tired of your "skins are all important attitude". I know that if i took models from this bank i would probably not use the skins as they wouldnt fit.
Everyone's opinion is valued, not just yours. You are not god, just try to remember that occasionally.

I can't imagine someone who is that bored that he uv maps voluntary... that's in my eyes just impossible...
I can Uv-map myself... and it's really the worst and most boring job in the process of object creation...
