Fun fact: you can call up the steam online thing ingame in any game that you've got set up to do that

EDIT - Sorry to sound like a nub, but how do I install it? I tried replacing the data folder with the dled one in program files/defcon, but nothing happened...

You don't replace anything, you make a folder called mods and place it in there.
