Looks rather dark which seems to be the trend for the curent crop of films which kinda turns me off. But to answer your first question the Watchmasters watch the watchmen.

I realize it was a dark comic just like Sin City, but I'm just simply not a fan of the current trend.

They actually have some multi faceted props at the local movie theater, 2 with 3 characters on each side.
And yes the final segment of the checks against corruption is that the Watchmen watch the commissar so that he doesn't abuse his power. So it would look like this;
