It would probably fit the Demo General better, since he is about suicide units, and has the Hover Scud Launcher powered by Scud missiles.
I think it would be a fun unit upgrade for his scorpion tanks, and maybe they could explode a little more violently when upgraded.

Heh, that would be crazy. Imagine an entire battalion of tanks and technicals flying through the air and storming your base.
Only problem is that it would make every single vehicle amphibious, which could be a bit a bit overpowered.
Now as for infantry, maybe the terrorist could get a rocket instead of a dynamite pack, and fly into the target from range.

Fun fact the soviets actualy applied this to a tank at one time to make it possible to get out of nasty situation (asi n getting stuck in swamps or something like that) and they even build prototypes to test this.

Well you can make it not amphibious, and explain it with something like "flying over water will cause splashes of water to extinguish the rocket"
