And odds are why the RA3 SDK was delayed was because those employees that were working on it were re-assigned to the new C&C game, having the RA3 SDK on the back burner.

That doesn't mean that EA cares for supporting modding, only for getting their share of the cake once the work has been done. They have a record on support full of bullshitting and restraining the community for some years now...

I recently had an opportunity to play Mount & Blade, a very interesting indie game that with a little more work can become quite spectacular. But that's not the point - the game stores it's data on ini files, very similar to the way Generals does. And it works. Not only that, but the sheer number of mods is amazing!
Also, I like the way the developers work with the community - they support modding to a great extent sometimes they even include a quality idea from the modding team into an official patch! Now, bear in mind that such a thing isn't really possible with the kind of production C&C has, but still...

And to be honest, it seems there is some good commmunity input. I still think that, like Microsoft, EA is becomming a better, improved company with more community spirit.

Generals has never really been considered as a 'pure' C&C game, with many of the fanboys (the main market for EA) boycotting the thing. I personally find it in keeping, but as i said, the fanboys feel otherwise, and they will not be able to sell it to them. Hence, simple business sense dictates that it isn't the best to sell.
